The NHS is currently undergoing a number of significant changes as part of the Health and Social Care Act 2012, including the handover of commissioning responsibilities from Primary Care Trusts (PCTs) to GPs by April 2013 .

As part of the national NHS reforms, the local PCTs of NHS Bradford and Airedale and NHS Leeds formed a single cluster on 1 October 2011, to form NHS Airedale, Bradford and Leeds.

Both PCTs will remain as a statutory organisation until they and all PCTs are abolished in 2013, but, by forming a single cluster, there is a single board and executive team for NHS Airedale, Bradford and Leeds. 

Clusters are not statutory organisations in their own right, nor are they permanent features of the NHS, but they are needed to sustain PCT capacity and capability during the transition period. 

The single cluster will oversee a number of shadow clinical commissioning groups (CCGs) across Airedale, Bradford and Leeds. These new groups will have responsibility for commissioning healthcare for the local community, while continuing to address health inequalities.

This website focuses on the statutory organisation of NHS Leeds (previously known as Leeds Primary Care Trust).  NHS Leeds was created on 1 October 2006, following the merger of Leeds North West, Leeds West, Leeds North East, East Leeds and South Leeds Primary Care Trusts (PCTs).

As NHS Leeds we are responsible for ensuring that the people of Leeds have access to the health services they need.

With a budget of over £1 billion, NHS Leeds is one of the largest primary care trusts (PCT) in the country and commissions healthcare services for over 750,000 Leeds residents.

NHS Leeds employs around 400 staff in a wide range of occupations and professions. We hold contracts to provide services with independent contractors including 146 general practitioners (GP) surgeries, 104 dental practices, 165 pharmacies and 87 opticians. We also undertake a broad range of public health initiatives to improve the health and quality of life of local people.

On 1st October 2008 we changed our name to NHS Leeds, although our registered legal name is still Leeds Primary Care Trust. The name changed as a result of a national survey that showed that patients and the public were unclear about what primary care trusts are and do. Changing our name will help people recognise NHS Leeds as the organisation responsible for funding and planning NHS services in the city and improving the health and wellbeing of the local population.
