World Class Commissioning

In June 2010 the Government announced that the World Class Commissioning programme would be closed down to be replaced by a new assessment process.

World Class Commissioning (WCC) was a programme launched by the Department of Health to transform the commissioning of health and care services. The WCC vision was “adding life to years and years to life”.

The programme applied to Primary Care Trusts and consisted of three main streams of work:

  • A set of competencies to develop the knowledge, skills, behaviours and characteristics of a world class organisation
  • An assurance process to assess our performance against the competencies and ensure PCTs are delivering better health outcomes and are becoming better (World Class) commissioners
  • Access to support and development tools that will provide commissioners with the support they need to become world class.

NHS Leeds had its second assessment in May 2010 and an assurance report was produced. It recognised that we had improved in five competencies and remained stable in a further three. The report highlighted the need for the Trust to continue developing plans for financial stability.
