Non executive directors appointed to steer new NHS Cluster Board

Seven non executive directors have been appointed to the new board of the Airedale, Bradford and Leeds Primary Care Trust Cluster.

They took up their role on 3 October and are drawn from the previous boards of NHS Bradford and Airedale and NHS Leeds.

Their details are as follows:

Shafiq Ahmed was born in Pakistan and came to the UK in 1973. After 16 years at Grattan, he joined Bradford Council, where he worked as the economic regeneration manager for Manningham, Girlington, Haworth Road and Holmewood, managing the deployment of European and neighbourhood renewal funds. Shafiq is currently the centre manager for the Farnham Road Children’s Centre.

For over 10 years he has worked in a voluntary capacity to improve the quality of life of the people living within the Horton Grange area. During this time he has gained experience of mobilising community engagement and was instrumental in the process of setting of up a local community regeneration partnership. He is currently the chair of the partnership.

He has served on the Bradford Community Health Council, CHAS Housing Aid Bradford, governing body at Farnham Primary School and was an adviser to the Joseph Rowntree Foundation (JRF) for three years on their Bradford programme supporting research and development work by the JRF relating to social issues in Bradford.

Cathy Clelland brings a wealth of finance and business experience to the board, having worked in a variety of senior management roles for some of Yorkshire’s best known companies.

An accountant by background, Cathy started her career with the construction company Tilcon, then moved to Yorkshire Tyne Tees Television in 1984 where she progressed from senior management accountant to finance director of Facilities Division, the programme making arm of the company, at a particularly challenging time. She then joined Leeds Bradford International Airport (LBIA) as finance and commercial director in 1994. Cathy played a pivotal role in the successful development of LBIA as a vibrant regional airport both in public and private ownership.

At present, Cathy is chair of West North West (WNW) Homes Ltd, an arms-length social housing organisation in Leeds responsible for 22,000 homes. She is also finance director of Canny Consultants Ltd based in York.

Neil Franklin OBE worked as a solicitor in private practice until he joined West Yorkshire Prosecuting Solicitors' Department and was appointed to his present post of Chief Crown Prosecutor for West Yorkshire in 1999. In the 2006 Queen’s Birthday Honours List, he was awarded the OBE for his services to the Crown Prosecution Service.
Barry Fulton is a qualified accountant whose career developed into senior management. Barry has worked for the Healthcare Commission carrying out Trust clinical governance reviews and was also a Non Executive Director of Leeds North West PCT. As part of his Non Executive Director role, Barry is Chair of the Involving People Panel (an advisory body of NHS Leeds).
Brian Marsden is a chartered public accountant by profession who joined the NHS in 1983 as Deputy Director of Finance in Coventry, becoming Director in 1986. From 1992-1996 he was Deputy to the National Director of Finance and Performance for the NHS Executive in England.

Brian was then involved in a series of consultancy projects on behalf of a number of Health Authorities, NHS Trusts and Primary Care Groups in England. He was a member of Leeds Health Authority Board from 2000 to April 2002 when he took the role of Chair of Leeds North East Primary Care Trust. He has been Audit Committee Chair at NHS Leeds since October 2006. Brian has recently taken up the role of Stakeholder Governor at Harrogate and District Foundation Trust on behalf of NHS Leeds.

David Munt lives in Eldwick. David, now retired, was group treasurer at Bradford & Bingley Building Society for 21 years and previously worked as a technical accountant for West Yorkshire Passenger Transport Executive. He is a member of the Institute of Chartered Accountants.

Peter Myers is Chief Executive of Beverley Building Society, a Non Executive Director of Finance Yorkshire Ltd and a Trustee of Leap Confronting Conflict. He is also an Officer in the Royal Air Force Volunteer Reserve, responsible for running the cadet force. His squadron is based near Harehills in Leeds and recruits from a cross section of areas which include some of the most deprived areas in Leeds. Peter was previously Chief Executive of the West Yorkshire Tourist Partnership and a Non Executive Director of Vocalink Ltd.

The board is responsible for advising the cluster in its crucial role of supporting the development of the new commissioning system and for ensuring that during these changes, local people continue to receive high quality accessible healthcare services.

As well as a chief executive, other executive appointments to the board will be a director of finance, medical director and nurse director. The two PCT directors of public health will also be available to advise the cluster board. Additional director posts to meet the whole range of requirements of the cluster board have been determined by the Cluster Chair and Chief Executive.

The board is chaired by Linda Pollard OBE JP DL as the new Chair for NHS Airedale, Bradford and Leeds PCT Cluster.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Where an appointee has declared political activity, this has been detailed. In addition, details of any other Ministerial appointments held and the remuneration paid, where applicable, have been provided. 

Notes
NHS Airedale, Bradford and Leeds PCT Cluster includes the statutory organisations Bradford and Airedale Primary Care Trust (known as NHS Bradford and Airedale) and Leeds Primary Care Trust (known as NHS Leeds).

The organisations will work together in the cluster to ensure resilience during the period of transition towards a new commissioning system as set out in the Government’s Health and Social Care Bill. This will be done through a single board and executive team responsible for bringing the organisations together to benefit local people and patients.

Clusters are not statutory organisations in their own right and the primary care trusts will remain as the statutory organisations until 2013 when they will be abolished.
